E-Scooter Registration starts Monday

Anyone using an e-scooter on Gibraltar’s roads will soon need to register it online or risk a £300 fine, as Gibraltar’s new PLETS framework moves into its next phase.

The Government has confirmed that mandatory registration for PLETS (Personal Light Electric Transporters), including e-scooters, will begin on Monday as part of wider efforts to improve road safety, accountability and enforcement.

Under the new system announced this week, each registered vehicle will receive a QR code linked to both the scooter and rider. The code will allow enforcement officers to identify users caught speeding or breaching road traffic laws.

The registration requirement builds on the broader set of rules already announced for e-scooter users in Gibraltar. These include:

  • Riders must be aged 16 or over
  • Helmets are mandatory
  • E-scooters may only carry one rider
  • Mobile phone use while riding is prohibited
  • Riding under the influence of alcohol or drugs is banned
  • E-scooters cannot be used on pavements, pedestrianised areas or public beaches
  • A maximum speed limit applies

The framework is designed to bring greater structure to the growing use of electric scooters across Gibraltar, particularly as concerns around pedestrian safety and irresponsible riding have increased.

Speaking to GBC, Stewart Harrison from the Ministry of Transport said the registration system is intended to strengthen public safety and ensure there is greater accountability for road users.

The Government has previously said the measures are aimed at balancing the convenience and environmental benefits of e-scooters with the need for safer shared public spaces.

For businesses, the changes may be particularly relevant for delivery operations or staff commuting via e-scooter. Employers may wish to ensure riders are aware of the new requirements and understand their responsibilities before enforcement begins.

The registration portal is expected to go live ahead of Monday’s implementation date.
