Gibraltar’s New Start-Up Hubs

HM Government of Gibraltar has launched the Gibraltar Start-Up Hub initiative, aimed at supporting early-stage businesses with affordable workspace and access to guidance and mentoring. The initiative was announced by the Minister for Health, Care and Business, the Hon. Gemma Arias-Vasquez MP, during her keynote address at the 2025 GFSB Annual Dinner.

The aim:
To help start-ups move from idea to execution by reducing early costs and providing a supportive environment where businesses can collaborate with other start-ups and scale.

The first hub open for business:
The first hub to open under the initiative is located at Suite 842, Europort and has been funded by the Peter J. Isola Foundation with internet services provided by U-mee. Security support has been donated by Focus Security and El Martillo. The Government hopes that this first hub provides a practical blueprint for how the scheme will operate going forward.

How the space will work:
The hub will operate as a shared co-working space, allowing several start-ups to work from the location at the same time. The environment is designed to encourage collaboration, innovation and enterprise, with access to guidance from Government officers, mentoring businesses and wider business support services.

Participating businesses will be invited to use the hub for up to 12 months and will contribute £100 per month per business towards shared service charges, plus utilities. In summary, here’s how the hubs will work in practice:

  • Start-Up Hubs will be delivered in partnership with landlords who have suitable premises across Gibraltar.
  • The hubs will operate under a new charitable structure established by HM Government of Gibraltar.
    Eligibility is focused on businesses at an early stage that can demonstrate growth potential or innovation.
  • Additional hubs may be introduced over time through further partnerships with private landlords.
  • Property owners interested in participating are encouraged to contact the Ministry for Health, Care and Business or the CEO of Business.

How to apply
Applications to join the Start-Up Hub can be made online. Applicants will need to provide:

  • Key business details.
  • A short statement explaining how they plan to use the space and how their business would benefit from participating in the scheme.

Anyone using an e-scooter on Gibraltar’s roads will soon need to register it online or risk a £300 fine, as Gibraltar’s new PLETS framework moves into its next phase. The Government has confirmed that mandatory registration for PLETS (Personal Light Electric Transporters), including e-scooters, will begin on Monday as part of wider efforts to improve road safety, accountability and enforcement.
